The German Bundestag Committee on European Legal Affairs visited Strasbourg for the first time on 29/30 January. Led by its chairman Patrick Sensburg, the Committee held exchanges of views with the European Court for Human Rights (ECHR) and the Council of Europe’s Secretariat about the current state of the European System of Human Rights. The discussions focused on the impact of ECHR judgements on Germany (preventive detention, the legal relationship between state and church), as well as the current reform of the ECHR, the implementation of its judgements and the accession of the European Union to the European Convention on Human Rights.

The Committee met with a panel of judges headed by ECHR President, Sir Nicolas Bratza and including the judge for Germany, Angelika Nußberger, as well as with Christos Giakoumopoulos, Director of Human Rights of the Council of Europe’s Secretariat. The Committee members and their interlocutors expressly welcomed these successful exchanges of ideas and the opportunity they provided to discuss issues in depth. The talks were preceded by a briefing dinner hosted by the German Ambassador to the Council of Europe, Julius Georg Luy.
